Install Exception

description

I get the following error when I try to install this, any ideas? Do this strictly require MOSS 2007, or just WSS 3 (the checklist at the beginning of the setup is all green as far requirements)?
 
 
CodePlex.SharePointInstaller.InstallException: This solution contains resources scoped for a Web application and must be deployed to one or more Web applications.

I get the same error on MOSS 2007. I also have Central Admin killed. Fortunately it's a VM & fixing was as simple as reverting my snapshot.

I had the same, got around it by going to Solution Management in Central Admin and deploying myself.
